Bill #: HCS HB 2195

Short Description:The bill would require the department of elementary and secondary education to vet sample safe driving lessons from recognized statewide professional organizations and districts and make those sample lessons available to public schools and charter schools to use as they see fit.

LWVMO SUPPORTS this bill.

Short Description: This bill creates the "Student Screen-Time Standards Act", which would require that school districts and charter schools have a policy limiting screen time and the use of instructional technology for students during school hours and assignments for grades Kindergarten through five.

Status of the Bill: Taken up for 3rd read in the Senate

Talking points:  

  • Requires school board policies that specify limits on technology use by elementary school students

  • Importantly, this bill leaves specific policy provisions under local control

Bill #: SCS HCS HB 2384 (House bill in the Senate)

LWVMO OPPOSES this bill

Short Description: Reduces green building standards by creating provisions restricting political subdivisions from imposing requirements that threaten affordability of developments or improvements of property.

Status of the Bill: Taken up for 3rd read in the Senate

Talking points:  

  • With climate change accelerating, proactive energy efficiency is more important than ever

  • This bill limits local control of building and housing standards that enable communities to promote responsible energy use resulting in cleaner air and water, reducing energy costs for tenants 

  • Energy efficiency upgrades increase the property value of buildings, provide safer, healthier environments for residents, and deliver tangible benefits to the community and the environment

LWV Position:  The League supports environmentally sound policies that reduce energy growth rates, emphasize energy conservation, and encourage the use of renewable resources. Supports energy goals and policies that acknowledge the United States as a responsible member of the world community and actions by appropriate levels of government to encourage the uses of renewable resources and energy conservation. … Mandatory energy conservation measures, including thermal standards for building efficiency, new appliance standards and standards for new automobiles with no relaxation of auto-emission control requirements.
